Abstract lights

 

1. Open your photoshop and get the image you want to apply the Glassy Effect, in my case, I use this:

2. Select the Elliptical Marquee Tool:

3. Make an elliptical selection from outside the image:

4. Now add a new layer and select the Gradient tool. Change the Foreground to white:

5. Change the foreground to transparent:

6. Change the opacity to 75%:

7. Move the selection down:

8. Now delete, It'll be something like this:
